Resolution of the Council of Minister n.º 135-A/2021, Ordinance n.º 54-A/2021 and Order n.º 10703-A/2021 and Order n. 11740-E/2021.
AIR TRAFFIC TO PORTUGAL
According to Orders nº 10703-A/2021 and 11740-E/2021, air traffic to and from mainland Portugal is authorized to:
1. Flights to and from countries belonging to the EU and countries associated with the Schengen Area (Liechtenstein, Norway, Iceland and Switzerland), to and from Brazil, United Kingdom and United States of America;
2. Flights from Australia, Argentina, Bahrein, Canada, China, Chile, Jordania, Koweit, New Zealand, Qatar, Rwanda, Saudi Arabia, Singapore, South Korea, Taiwan, Ukraine, United Arabe Emirates, Uruguay and the Special Administrative Regions of Hong Kong and Macau, subject to reciprocity;
3. Flights that are not from/to EU countries or associated with the Schengen Area and mentioned on the previous number are exclusively for essential travel (namely, those intended to allow the entry into Portugal of citizens travelling for professional, study, family reunion reasons, for health or humanitarian reasons, under point a) of the the second subpagraph of the article 14 of the Resolution 135-A/2021);
Attention: Flights to and from the following countries are suspended: South Africa, Botswana, Essuatini, Lesotho, Mozambique, Namibia and Zimbabwe.
4. Flights planned to allow the return to Portugal of nationals or foreign citizens holding a residence permit in Portugal and flights destined to allow the return of foreign citizens who are stranded in Portugal to their countries of origin, as long as they are promoted by the competent authorities of those countries.
Travel, for any reason, to Portugal by passengers with a EU COVID Digital Certificate or a digital certificate recognized as equivalent by the European Commission, is allowed; or, accompanied by a certificate attesting to the complete vaccination scheme with, at least, 14 days of a recognized vaccine with a marketing authorization under the terms of Regulation (EC) No. 726/2004. There is currently no recognized certificate under this last clause.
The same does not apply to passengers from countries whose flights are suspended.
The COVID Digital Certificate seal is valid for 6 months. After this period, you will receive an alert message and you can proceed with your renewal through the SNS 24 application or the SNS 24 portal at sns24.gov.pt.

LABORATORY TEST RT-PCR
Before boarding, passengers of all nationalities must present proof of laboratory result of a nucleic acid amplification test (TAAN) or rapid antigen test (TRAg)* to screen for SARS-CoV-2 infection with a negative result, performed within 72 or 48 hours before boarding time, respectively, with the exception of children who have not completed 12 years old.
(*) the proof of laboratory performance of the rapid antigen test (TRAg) must indicate, obligatorily, the set of standardized data agreed by the Committee of Health Security of the European Union.
To all non residents foreign citizens who embark without the aforementioned test shall be refused entry into national territory.
National citizens and foreign citizens with legal residence in the national territory and their family members, who are passengers of these flights and who, in violation of the duty to present proof of laboratory tests, proceed to board, are forwarded by the competent authorities, upon arrival in national territory, to carry out the PCR test at their own expenses, in a proper place inside the airport, waiting there until the notification of the negative result.
OBLIGATION OF PROPHYLATIC ISOLATION IN PORTUGAL
Passengers coming from flights originating in Mozambique and those who, regardless of origin, present a passport with departure record from South Africa, Botswana, Essuatini, Lesotho, Namibia and Zimbabwe, in the 14 days prior to their arrival in mainland Portugal, must comply, after the entry into mainland Portugal, a period of prophylactic isolation of 14 days, at home or in a place indicated by the health authorities.
This rule it is also applicable to citizens who enter national territory by sea or land.
PCR EXEMPTION
The presentation of an EU COVID Digital Certificate or a digital certificate recognized as equivalent by the European Commission does not require the completion tests to screen for SARS-CoV-2 infection for travel reasons, regardless of the origin of the passenger. The same applies to travelers accompanied by a certificate attesting to the complete vaccination schedule for at least 14 days, with vaccines against COVID-19 with a marketing authorization from placing on the market pursuant to Regulation (EC) No. 726/2004, recognized under reciprocal conditions, and which contains the minimum data mandatory for this recognition.
